Wash and peel the potatoes, then cut them into slices about 1 cm thick
Peel the onion and tomatoes, wash the lemon, and cut the ingredients into thin slices
Preheat the oven to 170 degrees
Place the bay leaves and thyme at the bottom of a baking dish
Layer the potatoes on top, then the onions, and finally the tomatoes
Mix together the pepper, paprika, cumin, salt, and oil
Spread everything in the baking dish, decorating with lemon slices
Bake the vegetables in the oven for 45 minutes
Meanwhile, prepare the marinade: peel the garlic and crush it, add the paprika, pepper, cumin, and salt
Marinate the fish steaks in this sauce for 30 minutes
After the vegetables have been in the oven for 45 minutes, place the fish steaks on top, pour all the marinade over them, return to the oven for another 15 minutes, then serve
