Clean all the vegetables, divide the cauliflower into florets, and cut the others into pieces
In a large saucepan with the oil, sauté the chopped garlic and quartered onions for 5 minutes without letting them color
Add the peeled, seeded, and chopped tomatoes, wine, celery, carrots, salt, and pepper; stir and cook covered over moderate heat for about 20 minutes
Add the other vegetables, tomato paste, and herbs; stir gently and continue cooking for another 10 minutes
In a bowl, mix the flour with a pinch of salt and softened butter cut into pieces to obtain a crumbly mixture, then add the cheeses and parsley
Transfer the vegetables to a baking dish, sprinkle them with the cheese mixture, and bake at 200 degrees for 35 minutes
