Add the milk to the flour little by little until you obtain a batter that is fairly thick but smooth
Add the salt, lemon zest, eggs (one at a time) and the well-drained raisins
Heat the oil and drop spoonfuls of the batter into it
Fry the fritters over medium heat, drain them on absorbent paper and then roll them in sugar
