Clean the mussels well by scrubbing them vigorously under running water to remove all encrustations
Heat the oil in a saucepan
Finely chop the onion, celery and bay leaf and sauté it in the hot oil
Add the mussels, splash with the beer, season with salt and pepper, and cook over high heat until the shells have opened
At this point remove the mussels from the broth, free them from empty shells (if any mollusk has come out of its shell put it back in, removing one shell) and arrange them in a baking dish
Pass the broth through a cheesecloth, collecting it in a small saucepan; add the cream, the mustard and the chopped parsley and cook for a few minutes over low heat, stirring
Pour the sauce over the mussels and bake at moderate heat for 10 minutes
Remove from the oven and serve piping hot, bringing the cooking dish directly to the table
