Prepare a saffron risotto by toasting the rice with oil and chopped onion, cooking with broth and finally adding the saffron; let it cool
Prepare a ragù by browning the ground beef in a pan with oil and chopped onion that has already been lightly browned, adding the peas and the tomato paste; cook over moderate heat
Form large balls with the risotto, stuff them with the ragù to make the arancini; dip them in water and flour, then in the breadcrumbs and fry them
