Rinse the rice with plenty of water until it runs clear, then drain it well.
In a non-stick saucepan, pour all the ingredients and bring to a boil.
Reduce to medium heat at the first boil, continuing to stir occasionally, for about 20 minutes or until the rice is soft and the mixture has thickened and the milk has dried up.
Remove from heat and let cool.
Serve the arroz con leche warm or cold, sprinkled with more ground cinnamon.
