Clean the anchovies, remove the bones and wash them carefully under running water, then place them in a deep baking dish
Trim the onion and fennel and chop them finely
Mix in a saucepan the water, dry white wine, necessary salt, chopped vegetables, vinegar, oil, bay leaf, peppercorns, juniper, thyme, parsley, and garlic, bring everything to a boil and let it cook over moderate heat until the vegetables are tender
At this point, remove the broth from the heat and pour it still boiling over the fish
Let it cool, then marinate the anchovies in the refrigerator for 12 hours before serving
