Clean the anchovies, remove the bones, and wash them thoroughly under running water. Finally, place them in a deep baking dish.
Peel the onion and fennel and chop them finely.
In a saucepan, mix the water, wine, necessary salt, chopped vegetables, vinegar, oil, bay leaf, whole peppercorns, juniper berries, thyme, parsley, and garlic. Bring everything to a boil and let it cook over moderate heat until the vegetables are tender.
At this point, remove the broth from the heat and pour it, still boiling, over the fish.
Let it cool, then marinate the anchovies in the refrigerator for 12 hours before serving.
