Clean the onion and fennel and chop them finely.
Mix in a saucepan the water, dry white wine, necessary salt, chopped vegetables, vinegar, oil, bay leaf, peppercorns, juniper, thyme, parsley, and garlic. Bring the mixture to a boil and let it simmer over moderate heat until the vegetables are tender.
At this point, remove the broth from the heat and pour it while hot over the fish.
Let it cool then marinate the anchovies in the refrigerator for 12 hours before serving.
