Hard boil the egg, run it under cold water, shell it, then crumble the yolk and chop the white
Cut the pepper halves lengthwise
Drain the tuna and crumble it
Chop together capers and parsley
In a bowl, mix the egg, tuna, capers, and parsley, incorporating the vinegar as well
Adjust with salt and place a bit of mixture in the center of each pepper half
Roll up the peppers and secure the rolls with a toothpick
Arrange them on a serving plate and serve
