Lightly flour the grouper
Place it in a baking dish with 3 tablespoons of oil; let it come to a boil and then drizzle the fish with white wine and the juice of half a lemon; adjust the salt and let it simmer for about ten minutes
Coarsely chop the capers together with the deboned and desalted anchovies and add them to the grouper
Continue cooking at moderate heat for about thirty minutes
