In a bowl, mix the chickpea flour with water, EVO oil, and salt (if desired) until you achieve a homogeneous mixture.
Heat a non-stick pan and pour in a ladle of the mixture, cooking the tortillas on both sides until golden.
For the filling, sauté the peppers and red onion in a pan with EVO oil, salt, and half a glass of cooking water.
Cook first on high heat without a lid, then on medium heat with a lid until the water has evaporated (about 15 minutes).
